The Military Manpower Administration (MMA) is pushing for a blockchain-based pilot project to make it possible to use civil service without certificate.

ICT security software company Raonsecure said Tuesday that it would cooperate with the Military Manpower Administration to set up a blockchain platform aimed at enabling citizens to use civil service without certificate. This means that citizens can confirm identification easily without certificate and file for civil service without installing software programs additionally.

Raonsecure plans to make administration of military affairs transparent and fair by replacing certificate electronic signature and other procedures needed to use civil service portals with a blockchain decentralized identifiers (DID)-based authentication platform. Only result value of electronic signature related to civil service applications rather than personal information or certificates will be stored on the relevant blockchain. This is intended to reinforce security by storing only result value of electronic signature in consideration of the characteristics of blockchain making it impossible to delete information.

Raonsecure CEO Lee Soon-hyung said, “This project aims to save time and money resulting from unnecessary procedures by developing a new blockchain technology in the public sector closely related to people’s livelihood. Citizens will be able to use civil service in military affairs more conveniently and safely.”

“If a blockchain-based digital ID is used, citizens can submit civil affairs documents or certificates of military service online,” an MMA official said. Earlier, the MMA had been chosen as a successful bidder for the “blockchain pilot projects in public service” supervised by the Ministry of Science and ICT.
